Nazeem is a smug ass hole. Rolf Stonefist is a racist prick. Those Thalmor are all xenophobic morons. Damn these people are all pretty bad tbh. One might make an Argument for Ulfric but there's plenty who don't like him as well.
Kendrix will hate me for this but I vote Ulfric. He’s the leader of a rebellion so in game and in lore he is legit the most hated man in Tamriel.

I'd have to say Ulfric. Look, it's a love-hate relationship. 85% of my playthroughs I side with the Stormcloaks, but you don't have to be a master tactician to see that you're doing exactly what the Dominion wants. He should've stayed as a Imperial sided Jarl until the Dominion was destroyed, all the while preparing your forces for the upcoming civil war in Skyrim. It's much easier to fight a war and to win it when you prepare for it and when your enemy doesn't expect it. Just see the Dominion's invasion. They prepared for decades and caught the Empire in surprise. Still love you, my High King.
Elenwen (Thalmor as a whole) and Delphine (who would want to kill Paarthanax?).
I’d even add Tullius to the list. As a Nord myself, his comments are rude bordering racist.

I have to say Elenwen. She is an effective leader for the Thalmor in Skyrim but whenever she speaks I just get an urge to punch her in the teeth.
