It’s not so much a matter of which is better - They come with vastly different features. The better question to ask is what works best your current play thru.
I find Better Vampires works best if you wish to stick to a mostly vanilla vampire with a plethora of immersive features.
Sacrosanct comes with a metric ton of skills and powers which radically changes how vapirism works l can’t recommend it enough if you’re lookin for a total departures from vanilla vampires. .

They aren't. Running both would create conflicts as both mods alter the core skills and stats of vampires
