As I've delved deeper into this dilemma, I find that the Empire is the better choice. Neither choice is particularly good, but I think the best option would be an independent Skyrim that still cooperates with the Empire. That's not happening anytime soon, so the tactical choice of bolstering numbers is probably the best bet.
