This build is something more original of my creation.  While it would do fine on vanilla, it's perfect with the Gunrunner's Arsenal DLC.

Also to answer this question that you may ask, yes, samurai used guns.  Especially those who served under Oda Nobunaga.

Story: Born alone and in poverty in San Francisco, being among muggers, the homeless, prostitutes, chem addicts, and other outcasts was the norm for you. No one ever stopped you from stealing and lying, and the only time you regretted your actions was when you were caught. No one especially stopped you from consuming chems as your life depended on it. It wasn't until you were older and during a margin of time between highs you thought 'Is this worth it?' 'What's the point of getting high if it lasts a few minutes or an hour?' You thought there had to be something that made you feel whole other than chems.

One day you found yourself in front of an abandoned library and out of curiosity you entered. You found books spread throughout the building, layered with dust and untouched since the bombs fell. You decided to pick and read a few books, thinking there has to be one that will inspire you to find a chem-free lifestyle to follow. After several hours of reading useless books after useless books, you had second thoughts.

You were ready to leave for the door, but out of the corner of your eye, you saw a book with an unusual cover of an armored man wielding a curved sword. Looking through the book, it spoke of an old class of lawful warriors called samurai, whose goals in life were enforcing the laws as ordered by their lords.

What started as an act of curiosity turned into an obsession. And after reading the book the whole night without sleep, you left the library with a chem-free calling.

While ruling lords are few-and-far in the wasteland, the New California Republic was a law establishing a government that would be the perfect authority to pledge your allegiance to. And realizing you would be of little use serving in the part of the NCR that's already under control, you decided to journey east to the Mojave, to the NCR's border edge you would help expand.

When you finally made it to the Mojave, short on caps and food, you joined the Mojave Express to earn enough caps to last until you finally joined the NCR. You promised that it would be shortly after delivering a platinum chip. Fate had other ideas.

 

SPECIAL: Strength 8, Perception 6, Endurance 6, Charisma 3, Intelligence 4, Agility 7, Luck 6

Traits: Built to Destroy, Heavy Handed, and/or Kamikaze

Tag Skills: Melee Weapons, Unarmed, Guns

Major Skills: Melee Weapons, Unarmed, Guns

Minor Skill: Repair, Medicine

Perks: Commando, Stonewall, Bloody Mess, Toughness in both ranks, Super Slam!, Finesse, Piercing Strike, Unstoppable Force, Purifier, Action boy in both ranks, Better Criticals, Grim Reaper's Sprint, Sniper.

DLC and Extra Perks: Slayer, Nerves of Steel, Sneering Imperialist, Fight the Power!,  Hobbler (after the Perception Implant), Solar Powered (after the Endurance Implant).

Equipment:

It's important to have a katana from the Gunrunner's Arsenal DLC, or the shishkebab if you want.

A non-scoped rifle, like the standard hunting and varmint rifles.

Heavy armor, power armor is acceptable. And most importantly have a helmet that looks like a gas mask, like the Raider blastermaster or riot gear helmets.

Implants: Strength, Endurance, Agility, Perception, Sub-Dermal Armor, and Regeneration

Companions: Boone's a good choice for dealing with distanced enemies, or Raul if you want to keep your equipment in mint condition.

Factions: You're looking for an ideal to believe in and a leader to follow with little question. Though the NCR is the original choice, you can also choose Caesar's Legion or Mr. House. You are disgusted by the honorless heathens that are the Powder Gangers, Raiders, and Khans, killing them on any chance you have.

Recommended Quests: Do quests where you feel like you're establishing the law demanded by the main faction you side with and killing those who are opposed to it, such as Ghost Town Gunfight and My Kind of town, and killing powerful and numerous enemies to prove yourself you are worthy enough to be the long arm of order, like Bleed Me Dry and Claws Out.

Gameplay: You present yourself as an honor-bound warrior, refusing to take part in degrading acts such as gambling and drug consumption.

In combat, your sword is for enemies within arms reach and the rifle is for out-of-reach enemies, or those who you think could kill you as soon as you strike them once with your sword. There's a difference between dying with honor and dying like a fool.
