Corvus Rem: A former and legendary assassin/master thief from the Dark Brotherhood and the Thieves Guild, who is now being hunted by the Aldmeri Dominion. He is heavily based on John Wick (Keanu Reeves), with whom he shares most of his characteristics such as his unparalleled skills and strong desire for revenge. His nickname is "Sithis Incarnate", which shares the same sentiment as John Wick's "Baba Yaga/Boogeyman".

Varyn Drals: A blind dunmer assassin and former member of the Dark Brotherhood and the Thieves Guild, who goes by the nickname “The Blind Spider”. He is a Thalmor assassin and an old friend of Corvus Rem, who is forced out of retirement to kill Corvus Rem to ensure the safety of his daughter. Despite his blindness, he possesses superhuman senses and skill when he consumed an ancient spider leg that was associated with the Daedric Prince Mephala. His character is based on Caine (Donnie Yen) who is also blind and plays a similar role in John Wick: Chapter 4.

Lord Sauril Highaire of the Dawning Eagle: also known as Lord Sauril Highaire, Lord of the Dawning Eagle, and The Dawning Eagle is newly appointed and powerful member of the Thalmor Council whose position is challenged by Corvus Rem. He sees killing Corvus Rem as an opportunity to become the new leader and king of the Aldmeri Dominion and forge his ambition. His character has a few inspirations, with the main one based on the Marquis Vincent Bisset de Gramont (Bill Skarsgard) in John Wick: Chapter 4, the main antagonist and a powerful member of the High Table and wants to kill John Wick. In terms of his appearance, he is described as fair looking Altmer with long white hair and a smooth but sinister voice. This part of inspiration is drawn from Annatar (voiced by Steve Blum), Sauron’s fair form in Middle Earth: Shadow of Mordor and Middle Earth: Shadow of War by Monolith Productions.
The King of Beggars: An orc leader of Skyrim’s spy network that masquerade as beggars, who had a history with Corvus. His group are also worshippers of Namira, the Daedric Prince of Darkness and Decay. The orc was inspired by the story of Wheedle and received the same power that Wheedle received, which would make it effective for him and his beggars to gain wealth and information. His network of spies is frequently used by members of the Shadow Continental, particularly by members of the Dark Brotherhood and the Thieves Guild. His character is heavily inspired by The Bowery King, played by Laurence Fishburne.
Maryl Virian: the Dunmer manager of the Vvardenfell Shadow Continental, the Ashen Tong, and an old friend of Corvus Rem and Varyn Drals. Many years ago, he was a former member of the Morag Tong who hired Corvus and Varyn to help him and his wife to kill the corrupt Grandmaster of the Morag Tong. It went beyond the contract when the three decided to forge a strong brotherhood, despite their difference of allegiance and the three have come to rely on each other for help. He is also a descendent of Naryu Virian, a member of the Morag Tong who appeared in Elder Scrolls Online. He is a proficient swordsman and uses a daedric katana. He is based on Shimazu Koji, played by Hiroyuki Sanada, the manager of the Osaka Continental and an old friend of John Wick and Caine.
The Hunter: aka the Dwarven Hunter, a Redguard bounty hunter pursuing Corvus Rem with his trusty husky companion. He has an unusual fondness for Dwarven gear and uses them as his main arsenal, except for his saber Boneshaver. Other than that, he wears light dwarven armor and his weapons consist of a pair of dwarven gauntlets with retractable arm blades and uses a dwarven crossbow. He also wears an enchanted backpack that acts as a counter against spellcasters. His character is based on The Tracker (Shamier Anderson), a bounty hunter hunting John Wick with his dog.
Nazir: A member of the Dark Brotherhood and old friend of Corvus, who acts as the current concierge at the Violet Rift. His role is partially based of Charon (Lance Reddick)
Nelvana Virian: Maryl’s daughter and concierge of the Vvardenfell Shadow Continental. Like her father, she is a descendant of Naryu Virian and inherited her beauty and her deadly skills with blades. She is based on Akira, played by Rina Sawayama, and daughter of Koji. Nelvana’s appearance is very similar to Naryu’s, as shown in Elder Scrolls Online: Morrowind expansion trailer.
Kelurmend: the second-in-command of the Dawning Eagle. A powerful Altmer battlemage and an even deadlier hand to hand combatant. He leads an elite group of Thalmor battlemages called the Doom Heralds and wears a unique daedric dremora Markynaz armor. He is based on Chidi, the Marquis de Gramont’s second in command and leads a group of elite guards called the Myrmidons. Kelurmend is basically Chidi 2.0.
Harbin Dubois: A Cyro-Breton knight crime lord that rules Gonfalon Bay in High Isle and has ties with the Thalmor. He runs an underground nightclub in an old ruin underneath Gonfalon Bay. He is unusually tall for a Breton who wears a large suit of dark steel plate armor and is proficient with a zweihander great sword. This character also has a few inspirations. His role is mainly based on Killa Harkan (Scott Adkins), the head of the German Table in the movie. Harbin’s arsenal and skill is heavily inspired from the Ascendent Lord, the leader of the Ascendant Order from the Elder Scrolls Online: High Isle expansion. Dubois’ gears and skills are very similar to the Ascendent Lord’s, as shown in the expansion trailer. His organization also wears armor and uses weapons that are like Ascendent Order style, although the color is dark purple instead of dark blue.

The Thalmor Harbinger: An elderly high ranking operative of the Thalmor council. He is based on the character The Harbinger, played by Clancy Brown.
Brynjolf: A retired master thief who is now the manager of Skyrim's Shadow Continental who operates at Riften where the Thieves Guild still operates. He has grown old considerably after many years since the Thieves Guild questline and now manages the logistics and management of the Shadow Continental. His role is based on Winston (Ian Mcshane) who runs the The Continental in the films.
Koritha Silinor: The altmer matron/head of the Dark Brotherhood Sanctuary in High Isle and acted as Corvus’ adoptive sister. She was also a former and surviving member of the Cheydinhal sanctuary and trained with Corvus and Varyn before the Dark Brotherhood’s decline in the 4th era. Corvus shares a strong bond and sense of family with Koritha and her brother Parmion. Their father, Fairimo Silinor, was a former high-ranking member of the Thalmor before he defected sometimes at the beginning of the Great War and tried to flee with his children but was killed for his betrayal. Their father passed an Ardorin’s Crest to her and Parmion, as they’re one of the few Altmer families who bears a crest of Ardorin. Koritha’s role is based on Katia (Natalia Tena), John’s adoptive sister.
Parmion Silinor: One of the speakers for the Black Hand and Koritha’s twin brother. He, along with Koritha, acted as Corvus’ adoptive sibling and trained with him. He is killed by Harbin Dubois, on the behalf of the Dawning Eagle as retaliation. He is a character off screen, but his role is similar to Pyotr, John’s adoptive father figure.
The Queen of the Aldmeri Dominion: The ruler of the third Aldmeri Dominion and sits above the Thalmor council. However, she acts more like a figurehead and rarely interferes with the Thalmor, unless the council collectively agrees to let her decide on an issue or that she is being sought out. Her existence is largely kept in secret by the Thalmor council and certain individuals since she does not reside in Tamriel and is hidden in a pocket realm that can only be accessed in a few locations in Tamriel. Her role is inspired by the Elder (replaced with George Georgiou in Chapter 4) who sits above the High Table.
Karliah: A master thief and a nightingale who still works with the Thieves Guild, but also operates in the Shadow Continental with Brynjolf. Her role is not based on any characters from the film.
Vex and Delvin: Two master thieves and longtime members of the Thieves Guild. Both have immense respect for Corvus for bringing the Thieves Guild back during Skyrim's event.
