If you’re dead set on only 20 or so mods you’ll want SKYUI and the Unofficial Patches for sure. Beyond that I’m not sure what to recommend, but I’m sure more mod savvy folks like Brosis and John will give you a more complete answer once they see this.
Static mesh improvement mod does wonders for textures that you don't normally notice, such as barrels or ropes tied to railings. It's a great background detail that brings up these lesser textures that clearly didn't have a lot of time spent on them onto the same level as the rest of the game.
For me, ENB is the first decision you need to make, since it largely dictates your other graphical mods. Since you said you're open to ENB, and frankly I'm not really qualified to recommend visual mods for a setup that does not include ENB, I'm going to start by recommending that you do use ENB. Specifically, I recommend using a preset designed for Obsidian Weathers & Seasons, which is for my money the best all-around weather and exterior lighting mod available for SE right now. Currently I'm using Visceral ENB, but other good options include Rudy, Natural View Tamriel, or Silent Skies.
For the rest, it's worth considering how much conflict resolution you are trying to perform. Since you don't have interest in searching out your own mod list and want to limit it to 20 mods, I'm guessing you aren't interested in doing conflict resolution. So with that in mind, here are 20 mods I'd suggest that are pretty much just plug-and-play:
