I think the best choice is the Stormcloak Rebellion. They seem to have ideas on how to fix issues. From what I've seen, the Empire is more like "If we stick together, then maybe someday we'll beat the Thalmor", but this seems to completely disregard the fact that Hammerfell defeated the Thalmor on their own, so I think Skyrim could as well.
TBF, Ulfric would still have to rebuild after the Civil War and dealing with distrustful citizens

That's true, but assuming he becomes High King, that would certainly be attainable, especially for Ulfric (who was able to stalemate the Empire for a pretty significant amount of time). If we go with the Stormcloak ending instead of Season Unending, Ulfric could rebuild faster with help from the Dragonborn. I like to picture Akatosh screaming internally over TLD slowing time to build a house faster. Not the most likely scenario, but a fun one nonetheless.
Sorry if this comes off as argumentative, it's mainly meant to explain my thoughts behind my earlier comment.
Yeah.. not only that, it seems like it is a general trend. House redoran, hammerfell, and maybe the biggest hint is the hist. The argonians know something is coming like they did with the oblivion gates. A world of factions, a world of differences is not a bad world, its just an honest one. Even the emperor, basically commits suicide if one chooses dark brotherhood becouse he knows nothing will stir the pot more then his death for the rats to come out into the open. There is a change and the faster its resolved the faster everyone can concentrate on resolving and or accepting the differences and on what the thalmore really wants to do. As far as i can understand.. un do reality. I mean thats worse then getting mehruns dagon to tamriel.

It is deliberately nuanced, but overall I would say the Stormcloaks have a right to demand religious freedom if nothing else.
Agreed I think they are pretty much equally bad.
I do think the Empire is still the best option for Tamriel and helping them win the Civil War only strenghtens their position and their resolve. However, the Empire is plagued by corruption and questionable diplomatic decicions, an example of which is when they signed the White-Gold Concordat. Looking past these, a united Tamriel definetly seems much more ideal than a divided one, definetly when taking the Thalmor into account. However, i do understand why many choose the Stormcloaks, but their flaws make them less desirable. Flaws such as not having the resources the Empire has to rebuild Skyrim after the war and surely tension between the different races in Skyrim will also rise. For me, the only attractive think about the Stormcloaks is freedom of religion, however i imagine that the White-Gold Concordat will Be turned over when or if the Empire wins against the Thalmor. But most of the problems that the Empire and Stormcloak can face, is definetly easily overcome, considering they have the support of such a powerful being as the Dragonborn.
I usually pick based on the vibe of the character I’m playing, since both sides have messy pros and cons. Sometimes I just chill doing side quests or sell cs2 skins on the side to fund whatever build I’m trying. If you’re torn, it helps to think about which ending feels less awkward for your character rather than which faction is perfect, because neither really is.
Overall, the Empire. They ARE in a very bad spot due to Thalmor political maneuvering, which has them currently on the back foot. The only reason the empire agreed to the White-Good Concordat in the first place was as a last ditch effort to buy time and rebuild. The long arc of history will likely see the Empire as the better horse to back in this race due to its more open trade policies, larger size from which to draw troops, and less isolationist policies.
The Stormcloaks would make Skyrim into a tiny independent nation-state with few allies who is surrounded by either outright enemies or factions with which it shares bad blood. There isn't much chance of lasting long or developing further for them.
