It would make sense for most typical vampires to steer clear of fire, as even one mistake with the volatile element could prove fatal to them. However there are vampires who are proficient enough in magic to wield fire without risk of harming themselves. Others, such as the Aundae, I'd argue possess an aptitude for magic great enough to wield fire magic no problem. Id imagine fire magic would be the quickest way to settle battles among vampires.
Ok that makes sense. If vampires tend to not wield fire only because of their vulnerability, then if they are competent enough that they need not fear that vulnerability there is no reason why they would not if it would serve their interests. But you wouldn't expect a freshly bitten green vamp to start dabbling in fire magics.
I can’t take credit for the bit about vampires using fire to quickly settle conflicts with other vampires. That IIRC was Sir Floopy’s idea when asked a similar question
Going along the lines of what Curse said, I think it's all up to their skills. Obviously they know their limits, and the stupid ones that try to play with fire without control will ultimately weed themselves out. However, if they can contain and master that element, it's a very quick and easy way to solve disputes among other vampires.
It's a metaphor, see- you put the killing thing between your palms, but you don't give it the power to kill you... Or something like that.
I have struggled with this issue as well. Fire spells, combined with the perks of the Illusion tree, make for a pretty nasty in game combination for a vampire build, but there is always a lingering doubt for me about whether this is thematic. The trouble with going exclusively down the frost magic line though is that so many enemies in Skyrim are resistant or immune to it. If staves were any good, I would say use a Destruction fire staff. This is what I do in ESO, for example, as this seems much more appropriate, but for Skyrim that's not overly viable, unless you are using a mod which strengthens staves.

I have found an alternative justification. Paarthurnax has this to say of the word 'Yol':
So, if to a dov fire is synonymous with primal power, and all dov have this primal power (even if inert), then all dov must be attuned to fire. Hence, it's plausible that a dragonborn vampire would have no problems with wielding fire magic, even if he is vulnerable to it.
That would certainly make sense, notably for the Fire Breath shout. If you're playing a character who is not Dragonborn is does not unduly help though :D. Still, I think that it is a very good idea and you have found a good source there.
Another justification might be that all races know the spell flames and a vampire would not suddently not know it. I might be tempted, therefore, just to use that spell. Buffed by Aspect of Terror and both perks of the fire branch of the Destruction tree, it becomes a very nasty spell and great as a get out of jail card when other magic will not work (e.g. opposing vampires, Frost Giants, and other creatures with high frost magic immunity). Of course, you could just use lightning magic, but I've never liked it (it gives me a headache). Fire is also much more satisfying to use in my opinion.
