Well being "dragonborn" just means that one is "born with a dragon soul" or in another way one is blessed by Akatosh. This does not specify which race it must be or if any race cannot be dragonborn. I think you may be in a tough situation because you see Skyrim + homeland of the Nords + they really REALLY care about this story and legend so it can be tough but any race can be blessed by the ol' Dragon God of Time.
That makes a lot of sense. The game itself just mKes it feel like you HAVE to be a Nord. Everyone you encounter in game who knows the voice is a Nord and of course there's that iconic dragon born whose always depicted as a Nord.

For the vast majority of my characters I have no interest in advancing the main quest past the appearance of dragons. I simply treat shouts as spells.
