To ensure you unlock Caesia's maximum, deadly potential, here is a list of the mods you will need, as well as a few practical suggestions.
ESSENTIAL MODS :
Tomebound (Activate Ordinator compatibility patch in the installer)
Alternate Start Start as a member of the Penitus Oculatus if you wish to follow the backstory.
RECOMMENDED MODS :
Frankly HD Imperial Armors and Weapons
NB : The latter three essentially act as a replacement for 20/50/100% more perk point mods that come with Ordinator. I prefer to play with these, as exploration (Skyshards), defeating epic enemies (PPA) and mastering more and more skills (PP@SL) make perk points feel like a reward for your acomplishments, rather than just something you get double every few levels. It is up to your preference, however, you could bypass these and just get any perk point modifier on the Ordinator page.
Caesia reports to General Tullius upon arriving in Skyrim
Name : Caesia Tremellius
Age : 47
Class archetype : Nightblade
Race : Imperial
With Imperious installed, Imperials start with a base Health of 100 (regen rate 1%), base Magicka of 100 (regen rate 3%) and base Stamina of 100 (regen rate 5%), and a carrying capacity of 300.
As for racial abilities, they have Discipline, which provides allies within 15 feet 150 points of armor and 15% attack damage during combat, Imperial Virtues, which makes an attribute of yours regen 100% faster in combat (attribute is chosen randomly at the start of the fight), and Human Spirit, which allows you to modify your attribute values at level 10, your resistances at level 20, and your skill levels at level 30.
Furthermore, their active ability, Colovian Star, is acquired by completing any 20 quests. It is a one use a day Power that allows you to fully replenish your Magicka and Stamina, and increase them by the amount restored for 30 seconds.
You should use Human Spirit as follows :
For attribute values, choose +100 Magicka/-50 Stamina (as Stamina is essentially replaced by Magicka when using the Serpent stone, and the base points you will put into Health should be enough to keep you alive).
For resistances, choose to up your Shock resistance and reduce your Shock resistance (yes, you can pick the same, it will simply increase it by half the value, giving you a 25% resistance to Shock overall as opposed to 50% and a 25% weakness to Frost/Fire/Poison).
For skills, put levels wherever you need to unlock key perks, preferably in One-Handed, Illusion and Sneak, and remove levels in Heavy Armor, Restoration and Pickpocket, as we won't be using any of these skills.
Standing Stone : The Serpent
With Andromeda installed, the Serpent Stone has two passive properties and one active ability.
For passives, Slither increases movement speed by 25% while you're sneaking, but makes sneaking cost 8 Magicka per second, while Striking Cobra makes sneak attacks 40% more effective (20% for projectiles, such as arrows and spells) while you have Magicka remaining.
The active ability, Star Curse, is unlocked through discovering every standing stone in Skyrim. It is a one use a day power that silently steals all Magicka and Stamina from nearby enemies and prevent them from regenerating these attributes for 20 seconds.
Stat Distribution : 2/1/0 - Stop putting points into Magicka, and put all further points into Health, once you've hit the spot where Magicka is no longer a concern. Most of your spells are cheap, but you need to be able to sneak for extended periods of time.
Factions : Imperial Legion, College of Winterhold (Optional), either Dawnguard DLC faction (Optional)
Alignment : Lawful Evil
These are examples of quests that make sense role-play wise for Caesia, the cunning, ruthless Imperial Inquisitor. Ambitious and very inventive when it comes to forms of cruelty, she will stop at nothing, not even torture, mind control or straight up killing, to see the enemies of the Empire destroyed, and any who conflict with its interests, punished. Please note, these lists are non-exhaustive, in no particular order, and are overall just a way for you to get started into roleplaying the character.
MAIN QUESTS : Civil War (side with the Empire, obviously), Served Cold questline (Solstheim, Dragonborn DLC). Dawnguard DLC (it's up to you to choose which side she would take ; both make sense from a role-play perspective, the Dawnguard to help eradicate a vampire menace that could spread on Tamriel and threaten the security of the Empire, or the Volkihar Clan, if Caesia's cruel and power-hungry nature gets the best of her moral standards), College of Winterhold Questline (the College has a Thalmor advisor, you could role-play into becoming their Imperial advisor. I would recommend not finishing the questline, as Caesia has no interest in becoming Archmage)
MISC QUESTS : Find all Standing Stones, Rise in the East, Blood on the Ice, Destroy the Dark Brotherhood
An elite Imperial operative, Caesia focuses mostly on enhancing her capabilities and influencing others in and out of battle through the use of supportive magic. Although she did receive the absolute best formal army training and excelled at it, she is a few years past her utmost physical prime, and would rather use guile and cleverness than sheer strength. With that in mind, let's review the key perks.
SNEAK - Caesia's approach to combat is to avoid direct confrontation, instead dispatching her foes from the shadows, be it by blade or by spell.
- Demolition Job : An unseen Ice shiv in the back is often deadlier than a blade.
- Problem Solver : This perk keeps Caesia's weapon relevant in the later stages of your playthrough.
- Cloak & Dagger : Being well-versed in llusion magic, Caesia has a very easy time making use of this perk.
- Shadow Warrior : If caught, Caesia relies on her illusion skills to get back to an advantageous position. This perk also has excellent synergy with Cloak & Dagger.
ALTERATION - The staple school of supportive magic. Caesia uses it to enhance her physical capabilities, as well as hinder her opponents.
- Wild Shrines : You should look for the Alteration shrine (above Uttering Hills Cave), Destruction shrine (in front of Halldir's Cairn), Conjuration shrine (North of Morthal), and Illusion shrine (West of the Stones of Weynon above a giants' camp). Restoration is not used for this build.
- Welloc's dormant Arcana : You should bind Magic Resist, Spell Absorption and Magicka Regeneration to the Flesh spell type.
- Alter self : Resistances : You should increase Shock and Poison resistance if using Advanced Adversary Encounters, as most dark mages and necromancers will be using Poison spells. If not using this mod, increase Shock and Frost resistance, as Frost is the most common source of magic damage in the game.
- Alter self : Attributes : You should go with either Magicka or Health, depending on if you've hit the Magicka sweet spot yet when learning this perk.
ILLUSION - Inquisitors are operatives versed in the art of Illusion magic, as they are also used as infiltrators, detectives, and most notably torturers, by the Penitus Oculatus.
- Quiet before the Storm 1/2 : A mandatory perk for a sneak-oriented build. The second rank also makes shouts silent to others, so you should only take it if you decide to pursue the main quest.
- Shadow Refuge : Illusion magic, paired with Caesia's mastery of Sneak, makes her as evasive as a wisp.
- Wilting : Caesia is able to spot the weakest willed targets and quickly dispose of them.
- Terror : Caesia is able to riddle her enemies' minds with their worst nightmares.
- Soulcrusher : Caesia feeds on the magical energies of those around her.
DESTRUCTION - While she is nowhere near as proficient in the offensive uses of magic as Imperial Battlemages, Caesia still has a strong enough grasp of Destruction to cast lethal spells.
- Elemental Specialization : You should pick Frost as your specialization, as Ice Shiv will be Caesia's go-to offensive spell.
LIGHT ARMOR - Penitus Oculatus regulation armor is lighter and darker than the Legion's leather, chainmail and plate armors, more fitted towards the needs of spies and Imperial assassins rather than battlefield grunts.
- Light Armor Fit : Whenever frontal confrontation becomes a necessity, despite being a last resort for Caesia, she knows what parts of her armor can take a hit, and what parts are weaker, and moves accordingly to never expose a sweet spot.
- Keen Senses : In most officers' fashion, Caesia doesn't wear a helmet as a means to distinguish herself from the simple Penitus Oculatus agent.
ENCHANTING - Caesia's proficiency in the arcane arts has allowed her to magically enhance her arsenal.
- Gem Dust : Destroy a Diamond for jewelry, a Sapphire for hands/feet, a Ruby for a weapon, an Amethyst for a cuirass. Emeralds and Garnets are used for shields and helmets respectively, but Caesia uses neither of those.
ONE-HANDED - Caesia's only non-magic fighting tool is an Imperial Sword she got custom-crafted, and enchanted herself, and as a cadet she underwent the same training as Legionnaires.
- Clash of Champions 3/3 : When not in a position to deliver a backstab or a killing blow, Caesia mostly aims her strikes at her opponent's arm muscles and tendons in order to debilitate them, yet again circumventing her own lack of physicality.
Weapon - Imperial Sword, ideally enchanted with Killstreak and Dim Vision
Armor - Penitus Oculatus Outfit, ideally enchanted as follows :
- Armor enchanted with Fortify Illusion and Amplify Illusion
- Gloves enchanted with Fortify One-Handed and Backstab
- Boots enchanted with Fortify Sneak and Fortify One-Handed
Jewelry - Along with a necklace you will enchant yourself, I recommend the Ring of Transmutation, from the excellent Oblivion Artifact Pack, however if you prefer to use a self-enchanted ring, here would be the ideal setup :
- Necklace enchanted with Fortify Sneak Attacks and Fortify Magicka (replace by Fortify Health if you've hit the Magicka sweet spot already)
- Ring enchanted with Fortify Destruction and Fortify Magicka (replace by Fortify Health if you've hit the Magicka sweet spot already)

- Shroud

- Ice Spike - Replace whenever possible with Ice Shiv

Freezing Death : Ice Shiv + Demolition Job + Quiet Before The Storm + Striking Cobra
Caesia hurls a bolt of frost magic at a distant target from stealth for an almost guaranteed kill
Execution Sentence : Tharn's Prison/Paralysis + Gloomblade + Tactical Assassination
Caesia magically incapacitates her target, leaving them vulnerable to her next combo
Vanish : Calm + Shadow Warrior + Shroud + Shadow Refuge
When confronted to a powerful foe, Caesia uses a mind trick and quickly turns invisible to reposition and plan her next move
Mind Rend : Star Curse/Curse of the Silent + Magicka Void
Caesia absorbs the magical energies of those around her, allowing her to consume their very essence
STRENGTHS : Very complete toolkit, lots of crowd control, able to bypass environmental restrictions, has both melee and ranged options, amazing burst damage
WEAKNESSES : Squishy, lack of sustained damage and of a reliable source of health gain in an open fight, ranged option is subpar when used in a frontal assault
Caesia Tremellius, the Imperial Inquisitor
Caesia is a Nightblade, utilizing sneak and invisibility spells to remain unseen, the remainder of her knowledge of Illusion being dedicated to controlling the frail minds of her enemies, and Alteration spells to find clever workarounds to physical obstacles. Dabbling a bit into Destruction and Enchanting allows her to round up her deadly arsenal, and empower her otherwise mediocre gear : in true Penitus Oculatus fashion, she wears light armor and fights with a sword. As for most sneak-oriented builds, you should play this one taking advantage of every aspect of your toolkit and how it interacts with your environment - Shroud through a brightly enlightened hallway into a darker corner, Drop Zone to be able to make an otherwise lethal jump, use your Waterbreathing or Waterwalking spells accordingly.
Your goal in any fight is ideally to use Tactical Assassination as much as possible ; open with Gloomblade on your target to enable it - even on high difficulty settings, your following Tactical Assassination, combined with the perks from the Spellblade branch of the Alteration tree, will make for a guaranteed kill on most enemies. If you managed to remain undetected, use Shroud and the Gloomblade + Tactical Assassination combo on your next target.
If caught red-handed, use your Fear spells on the weaker opponents, and hit the biggest ones with either Paralysis or Tharn's Prison, preparing them for a later Execution Sentence, and giving you all the time in the world to finish off the mind-controlled stragglers with either Freezing Death or Gloomblade depending on how far they managed to run. Then use Execution Sentence if you only have one dangerous foe remaining, if not, use Vanish to get back to a safe spot, and wait for an opportunity to use your primary combo again. When dealing with targets at long range, try to get an angle on their back, and snipe them off with Freezing Death.
In case you need to sneak for a very extended period of time without interruption, and your Magicka runs low, Colovian Star should be used when you're just about to run out, essentially doubling your total Magicka pool and replenishing all of it. If confronted to several magic wielders, Mind Rend will work wonders.
If a door is barring your way to an important target, or a lock is preventing you from looting a full chest of potentially useful goods, use your Open Lock spells, rather than lockpicks ; while travelling, Longstride and Reynos' Fins essentially replace Stamina, which Caesia lacks, with Magicka, which she has plenty of.
If you will allow me to make a somewhat odd analogy, when playing a stealth-based build, especially this one, you should consider you're playing a Control Deck (for example in Hearthstone or Legends of Runeterra) : you have an insane toolkit and you can do practically anything, you virtually have a chance against any opponent. But you need to play patiently, and stay cool, calm and collected, for victory to be secured. Otherwise the aggro deck - or in the case of Skyrim, that humongous orc with a warhammer the size of a child - can and will destroy you in no time. Fight smart, not hard, and you, Imperial Inquisitor, shall be unstoppable.

A very enjoyable read Saronis. A nice touch using the "offical" document as the medium for your backstory. I can tell that you have put a lot of thought into crafting Caesia. There are a few things I'll touch on that I think you can do to improve on an already awesome build.
1. With the mods section, I'd be inclined to align them to the left as it is your only section that is center aligned which throws the presentation consistancy a little. (Nothing major).
2. With your perk descriptions beneath your spread. It is certainly good to have all that info, but my advice would be to trim down and cut out all but a few of your most essential perks (like 2 - 3 per skill line), this way we can home in on the precise stand out perks of a skilltree and there will not so much text read through. Keep in mind perks and their descriptions are accessible from the level up menu in the game.
3. This one sort of ties into the above point. More color and Illustrations. Pictures tell a thousand tales, and keep a reader engaged and easily able to envision the chaaracter. The pictures you have are great but a few more (2 -3) would help break up the lengthy sections of text (Trimming down that perks section may be enough that you might not need the extra illustrations). One more point would be to perhaps give your main section headings a more vibrant look. Try perhaps a ruby red. It would certainly be fitting with the Imperial theme of the build.
4. Abilities. Your breakdown of gameplay is well detailed and gives a firm grasp of just how the character plays. My suggestion would be to add an abilities section to supplement your gameplay section. By abilities I mean little tricks that only your charcter is able to pull off, You've listed a few tactics in the gameplay section that I can see would easily translate to an ability. I'll list two builds which both show what I mean by "abilities" Curse's Infiltrator and my Witch Arrow.
Beyond these points I can't say I can think of much else to critique you on. Again I thouroughly enjoyed your build and am very happy that you have cited me as point of inspiration :) I really look forward to seeing what you create next in your 21 build plan!

A really nice take on the Nightblade and a proper Nightblade at that. Too often we see super magic assassins that are nigh invulnerable and nightblade builds that forget lore and skill connections to the class at least in my eyes (and the lore...). Destruction is often left off the table so I appreciate you include what is considered the classic take with a really cool Imperial setting. As much as a nightblade is capable of taking out targets silently they are not necessarily the end all be all assassins with overpowered killing potential and can handle themselves in an open fight, just not as well as a spellsword.
Really cool take and I have been enjoying your builds. Again, still overwhelmed by mods that I can't port over to my ps4 but your descriptions make them easy to understand.
I like your list of mods-I already had most of them downloaded. I did want to add that there is a new mod called Penitus Oculatus on Nexus. It allows you to formally join the Penitus Oculatus after the vanilla "destroy the dark brotherhood" quest. I thought it sounds rather interesting and a way to add to the role play. Thanks so much for your build!

I haven't tested this mod myself, which is why it is not included in the build ; however, I think a build should be a basis upon which to play a character rather than a Bible you should follow to the very letter. I am glad you liked it, and if you want to take it a step further with this mod, by all means, do it !
I am currently playing it with a little twist , i use bound weapons instead of destruction i choose bound bow . I knw it's change her class but i enjoy it this way.
